Joe Murphy
PRESIDENT
Joe Murphy had a 30 year career with the ACT Public Service. His final position was Chief Officer, ACT Rural Fire Service, retiring in 2020. He is a confident public speaker, values consultation and diversity of ideas, and strives towards strategic outcomes. After retiring, Joe worked for PunkPD as a Senior Consultant guiding sessions on topics ranging from conflict resolution to workplace change. Joe was the Dragon Boat ACT President for a several years leading to improvements in organisational structure, association ICT, and regatta operations.
Joe has been cycling since childhood, now enjoying mountain biking. He is also a long-time dragon boater.
The membership lists advocacy as the most important function of Pedal Power. With a history of achieving cycling centric outcomes, it is important that Pedal Power positions itself to continue this as cycling evolves and changes.
Membership retention and growth are key to maintaining the relevance of Pedal Power. We need to ensure that Pedal Power remains an association members are proud of and want to contribute to.
Looking to the future, what will be the purpose of Pedal Power in 5 or 10 years? What will the association look like? Cycling is changing and Pedal Power needs to step forward into this change.

Geoff Farrar
TREASURER
Geoff is a lifelong cyclist and civil engineer with 35 years of experience delivering infrastructure across Canberra, from highways to paths, and has been a long-time advocate for active travel. He has led a number of consultancies and managed the financial performance of public and private sector projects. He brings a deep local knowledge, technical expertise, and strong relationships to the Pedal Power Board to help create a better, more rideable Canberra for all.

Glenn McPherson
SECRETARY
Glenn retired in 2022 after a thirty‑year career in the IT industry, working across software development, enterprise analysis, business and systems architecture, and project management. His work took him from Melbourne, Sydney, international cities and finally Canberra, partnering with organisations ranging from small businesses to major government enterprises. Through senior roles on large‑scale projects, he developed capability in governance, stakeholder engagement and program development—experience that translates directly into strengthening participation, safety and accessibility within the cycling community. He has a strong record of helping organisations shape strategic direction, improve operational effectiveness and support sustainable growth, expertise he brings confidently to board environments.
Since joining Pedal Power in 2014—and becoming an active participant in retirement—Glenn has channelled his professional skills into his passion for cycling. A committed mountain‑bike and road rider, he believes in the power of cycling to enhance wellbeing and build community connection. He is dedicated to fostering inclusive opportunities for riders of all ages and abilities and actively supports initiatives that promote safer infrastructure, stronger volunteer networks and long‑term organisational resilience. Glenn is motivated by the opportunity to help shape the future of cycling and contribute to a thriving, forward‑looking Pedal Power.

Peter Elford
BOARD MEMBER
Peter is a born and bred Canberran who has been volunteering with community organisations for many years. He is a past member and president of the Gungahlin Community Council (2010-2023), was on the Regional Development Australia ACT Board (2011-2024) and is a passionate advocate for improved broadband services in the ACT. He has been a member of Pedal Power since 2018 and currently contributes as an advocate for the Yerrabi electorate, a social rides leader, a bike mechanic for the Bike Library, and a member of the Social Rides Management Group.
Peter’s professional career within the Information Communications and Technology sector began in 1983 at the Australian National University. In 1989 he joined the Australian Academic and Research Network (AARNet) and “built the Internet in Australia” prior to taking up a role with Cisco Systems in 1993. He held a variety of technical, management and business development roles over a period of nearly 20 years at Cisco, before re-joining AARNet as the Director, Government Relations in 2014. Since 2019 he has served as a non-executive director on the Board of au Domain Administration (auDA). He is Graduate of the Australian Institute of Company Directors.
The areas Peter would like to develop within the Board include: good governance; advocacy in support of recreational (dirt) cycling; social rides; and member attraction and engagement.

Jill Walker
BOARD MEMBER
Jill has been a Board member since 2022. She has served as Treasurer of Pedal Power for three years and is also Chair of the Social Rides Management Group.
She is a semi-retired economist, who has spent most of her career working in the field of competition law and economics. She has experience in public sector governance, serving for over a decade as a Commissioner of the Australian Competition and Consumer Commission and then the New Zealand Commerce Commission. She also served as Chair of the International Air Services Commission and as a Vice President of the OECD’s Competition Committee. She currently sits as a Member of the Australian Competition Tribunal and the High Court of New Zealand.
As well as her professional experience, Jill has previously served in a voluntary capacity on the committees of various sporting, childcare and educational organisations committees, including performing the roles of Treasurer and Secretary at different times.
Jill has been riding bicycles for over 60 years, as a child, a commuter and a competitor (BMX racing). She now enjoys the various Pedal Power ACT social rides and is an accredited ride leader.

Richard Perry
BOARD MEMBER
Richard is a Wanniassa local and a daily bike commuter who is equally at home on road climbs and mountain bike trails.
He was elected to the Board in March 2026, bringing a strong commitment to inclusive advocacy and collaborative leadership. Richard is passionate about building on Pedal Power’s proud history of advocacy while guiding the organisation into an even more inclusive future as the ACT’s peak cycling body.
He is committed to ensuring Pedal Power represents the full breadth of Canberra’s cycling community — from dedicated retirees and daily commuters to racing and mountain bike clubs. He believes the organisation can further strengthen its position by exploring new models for collaboration that provide genuine value to riders across the ACT.
Richard’s approach is grounded in consultative leadership and effective listening. He enjoys bringing people together to develop shared solutions and is committed to broadening Pedal Power’s reach to include more women, girls, and the diverse communities that make up modern Canberra. He also sees significant opportunities to support staff and volunteers through the thoughtful use of modern technology, including AI, to amplify resources and ensure advocacy remains effective and data-driven.
Professionally, Richard brings a background in agricultural economics and extensive experience in policy design, governance, and evaluation within the federal government. As a past president of one of Canberra’s largest competitive swimming clubs and a graduate of the Australian Institute of Company Directors, he offers the analytical rigour and governance expertise needed to ensure Pedal Power remains a sophisticated, transparent, and influential advocate for world-class cycling infrastructure.
Richard looks forward to working collaboratively with members to make cycling a safe and natural choice for every Canberran.

Kade Denton
BOARD MEMBER
Kade Denton is an avid recreational cyclist passionate about building Canberra's bike culture. He is excited to be part of Pedal Power's work to create a safe, accessible and enjoyable experience for all riders.
Kade is currently a PhD student at the ANU's Crawford School of Public Policy. He has previously held senior advocacy and policy roles in national peak bodies, including the Australian Local Government Association and the National Farmers' Federation. In these positions he led policy and advocacy strategies, stakeholder engagement, and government relations on behalf of member organisations.

Claudia Weatherall
BOARD MEMBER
Claudia is a keen cyclist who enjoys Canberra’s bike paths and gravel rides. She has been a member of the Pedal Power Board since August 2025. Claudia wishes to encourage all Canberrans to get on their bikes and join Pedal Power. She is committed to ensuring that Pedal Power remains the peak cycling body in our community through promoting a diverse membership base. Having practised as a solicitor since 2022, Claudia has developed strong advocacy skills and intends to use those skills to continue to promote Pedal Power’s interests. Her legal background assists her to understand the changing legal landscape for Pedalec bikes and e-motorbikes. She believes that whilst Canberra is in a period of transition with the light rail extension, now is the time for Pedal Power to advocate that Canberrans embrace cycling for their daily commute.

Annual General Meeting (AGM)
2027 Annual General Meeting
Pedal Power holds its AGM each March. All members are invited to attend, vote on Board elections, and approve the previous year’s annual and financial reports.

Electing the Board
The Pedal Power Board consists of up to six members, elected by the membership at the AGM. Board members may serve terms of one, two, or three years.
At the AGM, members also elect a President from among the elected Board.
At the first Board meeting following the AGM, the Secretary and Treasurer are appointed from among the Board members.
Voting Eligibility:
All current Pedal Power members can vote in Board elections, either in person or by proxy.
Proxy Voting:
To vote by proxy:
Submit a completed Proxy Form at least two days before the AGM, or
Have another member bring the form to the AGM on your behalf.
Submitting Motions:
Members wishing to include a motion in the AGM agenda must submit it at least 28 days prior to the meeting.
