Urgent Action Needed to Stop Unsafe E-Bike Import

Unroadworthy and unsafe motorbikes masquerading as e-bikes have become a growing safety concern for Australian communities.

In response to a rise in serious and fatal crashes involving non-compliant electric-powered machines, Australian bicycle sector organisations, including Pedal Power ACT, have signed a joint letter to the Treasurer and the Minister for Infrastructure and Transport, urging the Federal Government to take action.

What We’re Calling For

The bicycle sector is urging the Australian Government to:

  • Address serious safety issues related to the importation of non-compliant e-bikes

  • Ensure that all e-bikes sold and used in Australia meet international safety standards, particularly regarding speed capability and roadworthiness

In 2021, the Federal Government amended the Motor Vehicle Standards Act to remove e-bikes from the definition of road vehicles. This change also removed the requirement for e-bikes to meet key safety standards at import.

Since then, the market has been flooded with low-quality, unregulated e-bikes and e-scooters – many of which pose serious safety risks due to overpowered motors, untested batteries, and poor design. These vehicles are often used by vulnerable riders, including children and teenagers, and have been linked to crashes, injuries, and battery fires.

A Call for Leadership

The organisations co-signing this joint letter, including Pedal Power ACT, are seeking:

  • Reinstatement of e-bikes under the Motor Vehicle Standards Act

  • A national, standards-based approach to e-bike importation

  • Federal leadership to ensure consistent definitions and regulations across states and territories

“Safe and legal e-bikes are giving people a great option to do their short trips in a healthy, affordable and active way,” said Bicycle Industries Australia General Manager, Peter Bourke.
“But we have serious concerns for road and pedestrian safety due to overpowered, unregulated motors and poor-quality bikes being imported and used by young people.”

This coordinated advocacy effort aligns with growing concerns at the state and territory level, as local governments work to manage the risks of unsafe imports and prevent further harm in communities.
